I'd like to get a T-Mobile Dash in my cousin's name but he's also thinking about signing up with T-Mobile too. Can he open up a new line (not a family share plan) under his name and take advantage of the current promotions T-Mobile has going on at the time of his purchase?

sure, as long as his credit is good enough. only smart access customer would be forced to get a family plan.
