So, apparently, the LEA community is pushing for a photo ID requirement on prepaid service purchase/activation.

"caller number" is a feature that is basically automatic and expected on cellular phones, however I'm not aware of domestic cellphone that supports CNAM delivery to handsets, but most cell phone carriers send out the calling party's name in account owner's name by default.

When you enter a phonebook entry, the handset simply looks up the phone # associated with the entry.

Many providers such as AT&T,T-Mobile and Sprint provides CNAM (Caller NAMe) based on account owner along with the number to the recipient, so when you call a business to ask if they have this or that, or how late they're open, they've more than likely got your number as well as your full name. As a receiving end they don't want to accept an anonymous call and you have no option to just block out your name.

CNAM is a feature within SS7 that delivers the account owner's name to the recipient and it is supported by most landline based caller ID units.

The only way to ensure non-delivery of your name is to not have a name on the account.

Now the LEA community is pushing for a legislation to require an ID linking to prepaid phones.
