I've seen web deals on T-mobile.com (http://www.t-mobile.com)that waive activation fees. Try looking over the t-mobile.com plans. You can also try some of the third party resellers. Amazon.com (http://amazon.com), wirefly mobile (http://wirefly.com), letstalk (http://letstalk.com) are some of them. There is more than one way to get T-Mobile service and if you shop around you may find what you need.

Right now, Walmart is offering a deal with no-activation, and they do have some pretty good device pricing as well. I do believe it is an in-store only thing though, and I do not know whether or not it is isolated to our particular geographic area, or nationwide.

Walk into the first Target (http://www.target.com/gp/search/191-4545995-0299727?field-keywords=t-mobile&url=index%3Dtarget&ref=sr_bx_1_1) you see with about $50.00US in cash and walk out with a T-Mobile pay as you go phone kit. The only papers they will be looking at will be to make sure your paper money is not counterfeit.
A contract phone would require a credit check. I have no idea how someone from another country would fare on that.
Good luck and welcome to the US!
