BB MMS...do you need Message+Data plan?

I have been hearing a lot around stores lately that you need both a Data Plan...and Messages to send a MMS from a T-mobile BB. Is this true? It seems like you would at least need one of the other...but from the complaints I have been hearing it sounds like T-mobile is giving people a tough time.

You can get whats called the "BlackBerry Feature Enabler" option.

if you have the bb data plan but no sms/mms plan, you will get charged for every mms sent and received.
