I would say probably the best way to have "TV" on a T-Mobile phone would be to use wifi and a streaming service such as ORB or slingbox.

I am not sure do you know Slingbox
I have one (classic) at home, and use slingplayer on pda tethered to phone (it's free with N95 or HP211, no reg code required)
however, to get acceptable quality, you need at least 120kbps connection (3G or wifi is preferred)
I tried Sprint TV when the security hole was found, but I am not happy with the quality (run on N73 or E61, didn't work with SE phone, will crash the phone)
you can try the trick: if you have WM phone, or the way I do: I have non-phone WM pda tether with phone
sign up mobitv, choose WM (pocket pc), hopefully mobitv doesn't check host and you'll be able to watch

btw, mobiTV now accepts T-Mobile as carrier, you need WM or bb, though, it's $10/month
